Client Challenge

The City of Winnipeg required an efficient and centralized system to manage critical legislative documents, including draft bills and reports destined for the mayor's office or City Council. The process was fragmented, with multiple departments managing these drafts independently, leading to inconsistencies, inefficiencies, and delayed approvals. Additionally, there was a pressing need to publish finalized and approved documents seamlessly to a public repository to maintain transparency.


Managing such critical information across departments without duplication or miscommunication was a challenge, especially in ensuring that the system was adaptable to department-specific needs while maintaining a unified workflow.

Our Solution

Bauer Automate’s Customized Solution for the Client’s Challenge

Centralized Document Management System

Using Microsoft SharePoint Online, we created 20 identical libraries for each department, ensuring consistency while providing flexibility for departments to tailor their workflows. Each library was equipped with automated processes using Power Automate to manage document drafts, approvals, and publishing.

Streamlined Approval Workflow

We implemented an automated approval workflow that routed documents through predefined stages—from drafting to final approval. This ensured that no draft was overlooked, and all required sign-offs were obtained efficiently.

Public Publishing Automation

Once approved, documents were automatically transferred to a public repository, eliminating manual intervention. This ensured timely publication and transparency for all stakeholders.

Scalable Design

The system was designed to be scalable, allowing other departments to replicate and customize the solution as needed without requiring a complete rebuild. This approach empowered departments to manage their unique requirements while maintaining a unified governance structure.

Reporting and Insights
